| I have a neighbor from hell. He built a small horse track right next to our house so he runs them on it they kick up a dirt storm that engulfs our house. Plus he plays music over a loud speaker so that's noisy as hell. Is it true that music calms horses or something? Also he runs his tractor all times of the day, sometimes 3 AM!!!!!!!!!!!!!!!!!I moved to the rural area for the fresh air and peace & quiet and this jerk had to move in. I can't move because this is my dream home that cost $1 MILLION to custom buildand been here only a few months. And with the slump in real estate it'll be hard to sell.So what should i do???? Are there laws to prevent this guy from owning so many horses? I also think he's running a business by taking care of other people's horses. I don't know if this is a business zone but there are other neighbors who run dog breeding kennels for sale so I guess it could be.This is outskirts of Los Angeles County. Please help!!!!! |

| Sucks for you buddy, but I'm afraid you're not alone in being surprised by real life in a rural environment. You have to remember that people in rural areas make a living off their land.Try just talking to your neighbor - you may be able to come to an agreement about the hours he makes noise.Sorry to say it, but you probably should have done your research before you moved. |

| Check into the zoning in your area. If, he is running business, there could be a permit involved. If he doesn't have one what he is doing could be illegal.Are the horses in good condition? Do they look abused in any way? If so, he could be reported to the ASPCA for animal cruelty. It would be helpful to get documentation for this, to prove the charges. Good luck. |

| First I think you should calmly approach him about your problems. There most certainly are laws regarding noise, and air quality. Ask him to wet down the dirt on the track before running the horses, it would cut down on some of the dust. If he does not stop the middle of the night noise you should call the police. Check at your local city hall and see if he is violating any zoning laws regarding the track, and his business. If all else fails perhaps you should invest in a very high wall that will border your property. I think you should defiantly go a legal rout if he won't listen to reason. |

| Try talking to him first, at least about calling off the noise by 10 pm or whatever is in city ordinance. Also, explain about the dust, I'm not really sure what you can do about the dust, but maybe you two can go half on a better barrier between your properties that will keep most of the dust on his size.As for the amount of animals at the property, put in an anonymous call to your humane society and state you believe he has too many. They will visit his property and check it out, and if he has an illegal number of animals they will take care of it. |

| There are regulations on noise, where people can have livestock, and things of that nature.Contact you local government and find out what the regulations are for your area and report him if he is outside those limits. |

| You should look into the noise ordinance laws or ask the police or sheriff in your area. I'm pretty sure that if he causes a disturbance or has loudspeakers on his property, you can probably get the cops to write them a ticket.However, since this guy is your neighbor -- and I don't mean to be patronizing here -- but have you ever considered just asking him? He might not be aware that the loudspeaker's sound travels so far or disturbs you, and I'm sure if you stated to him in a friendly way that it was a nuisance, he would knock it off, turn it down, etc. If not, then maybe calling the police is in order. |
