I attend an intro to MS Sharepoint technologies, what I want to is does MS sharepoint is also part of the tools used for website design or mainly for webside updates, what other tools are required for one to practice website development/design. What is the shortest route?

Although Sharepoint is a web application, and the content from sharepoint appears on a website, this would not be a good tool for you to use to practice website development/design. SharePoint is realy a special application used mainly to post and share documents and lists. There is a special designer tool called "sharepoint designer" (aka SPD), that can ease changing graphical content or appearance in the context of a sharepoint site. IT can be used to access/modify the underlying stylesheets, masterpages, etc. If you are to trying to learn how to develop typical websites, like one might see on the internet, then sharepoint would likely confuse you, since it is really not a web developer tool/environment. There is a sharepoint technology call Microsoft Office SharePoint Server that helps MANAGE web site content, it also is not really a tool for a web developer to use for site development.
