The best way to make a website is to learn how to hand-code xhtml/css and so all you should need is notepad.However if you really don't want to learn that then Adobe Dreamweaver is one of the best WYSIWYG (what you see is what you get) editors around. The new Microsoft Expression Web is also supposed to be good.As for graphic design, take a look at one of the free photoshop alternatives like the GIMP or Paint.net.

Well, quite frankly, anything you want to learn well enough to get you a job IS going to take time. Sorry.I would recommend Macromedia, uh, I mean Adobe Web Standard http://www.adobe.com/products/creativesuite/web/standard/and Photoshop CS3http://www.adobe.com/products/photoshop/photoshop/Dreamweaver and Flash are most important for web, and photoshop/imageready are most important for graphic design.
