My car usually gets like 33 MPG highway and 26ish in normal cities. Should the fuel economy be so greatly reduced by the hills and constant stop and go, or is something wrong with my car?

That's insane. I have heard something about altitude changin the mpg you get but I don't know if it is true but such a decrease would have to be something wrong with your car. Maybe your fuel filter???

Hello, lots of city driving, stop and go traffic, huge hills. San Fran is the worst type of "city" driving one can imagine. Dump the car and buy a bike, wait till 2008 and then buy one of them Smart Cars coming out from Mercedes Benz. Dont buy a Toyota Prius or anything, they suck for the type of San Fran driving you do. So, either walk or buy a bike (motorcycle or pedal bike)

That is too much of a decrease even if you sit in traffic and have a little more stop and go. The fuel filter is not the answer this time. I would have a technician check your Emmissions levels for excess fuel entering the exhaust system.

Quit driving everywhere in reverse. I know you like the view from the back window better, but there is only one gear in reverse; it's like driving everywhere in first gear.
