Under the ESRB rating system...M — Mature: Contains content that may be suitable for ages 17 and older. Titles in this category may contain intense violence, blood and gore, sexual content and/or strong language. Many retailers (such as Wal-Mart) have a policy of not selling games with this rating to minors without parental presence and approval. Examples of games with this rating are the Half-Life series, the Halo series, Jaws Unleashed, Dead or Alive 4, Duke Nukem 3D, Quake4, Silent Hill, Doom, Mortal Kombat, Grand Theft Auto 3, Resident Evil, System Shock 2, God of War, Prince of Persia: The Two Thrones, The Elder Scrolls IV: Oblivion and the Rainbow Six series.The mention of minors has me confused. Does this mean I can sell to people who are 17 y.o. and up or 18 y.o. and up?

for M games its 17+ & for the AO rating is for 18+

You can sell it to people 17+ meaning 17 and up games that are rated Ao (Adults only) is 18+. 18 and up.

it means you cannot sell it to people under age of 17 you can sell it to 17 yrs or older

Just try to get a parent buys for you. Mature rated games are for 17 and older. The Adults Only rated games are for 18 and older. But most games do not have AO (Adults Only) rated, just M, T, E 10+, E, and EC, or RP.
