He needs to get use to the lead and not see it as something negative. He is going to pick up on your body language, tone of voice and demeanor. Put the leash on him in the house. Do it very matter-of-factly. No fanfare, a lot of talk or anything. Leave the leash on him while you observe him so that he doesn't get caught on anything. While he is walking around dragging the leash play with him, offer him his favorite toy, offer him a treat, even give him a meal. In a short while he will get use to this leash following him around. Once he seems comfortable with this then start picking the leash up but let the pup decide where you go. You just hold the leash and follow. Once he is comfortable with this you can start taking him outside with the leash. When you first start taking him around let him lead the way. Don't start taking the lead yourself until the dog is completely comfortable leading you around. Some pups need to ease into the leash and collar gradually.

It is very normal. My mutt used to freak out when I put a coat on her, would just freeze in front of the door, but she is fine now. Just put it on him and let him get used to it. Unless the lead indicates going out yet, do it at random moments so he thinks it is natural, maybe before you play with him so the lead soon connotes something positive.
