I am trying to find out how I can give someone access to create a websitee for me using my Yahoo Small Business WebHosting account WITHOUT giving them access to my Yahoo information. Does anyone know HOW I can do this?

Have them design it and download it into an internet storage site, give you the ID and password so that you can upload it and publish it. Then you could always delete the storage account so they will never have access to it again.

You just need to give them the log in id, and the FTP address. They dont need to log in into ur account manager to build and upload ur website. I have my website with networksolutions and thats the way it works over there, hope things are same with yahoo:)
